Board of Directors and Staff Board of Directors Officers: David Hart, President Thomas J. Frain, Esq., Vice President William Stefaniak, Treasurer David Hart, who previously served as Vice President of COFAR, is also currently president of the Concerned Citizens for the Mentally Retarded, Inc. CCMR, an affiliate of COFAR, is the family advocacy organization at the Hogan Regional Center in Danvers, where David's brother, Chris, lived for more than 20 years. CCMR was co-founded in 1976 by David's father, Charles, who remains active in both CCMR and COFAR. David is an account executive and an adjunct faculty member at Gibbs College in Boston. Thomas J. Frain has been involved with COFAR's advocacy and outreach efforts since 1995. During that time, he has advocated on behalf of people with mental retardation and their families, and on behalf of his brother, Paul, who is currently a resident of a group home for the mentally retarded. Tom received his law degree from the New England School of Law and has a general practice in Bolton, Bill Stefaniak has been involved with COFAR since 1997. He has a brother, Danny, who had lived at the Fernald Developmental Center in Waltham for 34 years, and now lives in a state operated group home in Clinton to be closer to family. Bill is currently a Production Control Manager in Boston, and drives a tour bus part time. Directors:

George Mavridis, Mary McTernan Staff: Colleen Lutkevich is COFAR's Executive Director. She has also served as a Plaintiff Representative since 1997 in Ricci v. Okin, a landmark federal court case, which led to improvements in institutional care for the retarded. Colleen is involved in numerous volunteer activities in the fields of education and human services. She holds a Master's Degree in counseling and a bachelor's degree in psychology with a certification in elementary education. She has a sister, Jean, who resides at the Wrentham Developmental Center.
